3. Your B-BBEE Level is Dropped:

Skills Development is a "priority element". Failing to meet the 40% sub-minimum target (which is impossible if you score zero) automatically triggers the "discounting principle". This means your company's final B-BBEE rating is dropped by one full level. A potential Level 4 becomes a non-compliant Level 5.
